    Can a small employer (under 50 employees) ask employees to pick between receiving per diem or the employer’s contribution towards their election in the employers group health insurance?  If the employee picks per diem, then the employer would deduct the full health insurance premium from the employees payroll.  If all of this is okay, what happens when the employer reaches 50 employees?  Does anyone have experience with this situation?
